Doubt with the Booster Pack of a TCG that I plan to do

I have a little doubt regarding a TCG that I plan to do. The theme of the TCG is fighting. It has characters with unique fighting abilities, this would mean that each fighter would have unique attack cards, which other characters could not use, and common action cards, such as defending, which all fighters could use. My question is: Is it okay to place those cards in the Booster Packs, which can only be used by a specific fighter? It wouldn't be like the Pokémon TCG or YU-GI-OH! that all the cards of a Booster Pack can be immediately included in your deck only restricted by the maximum number of cards (60 cards) What do you think? Any suggestion?

I would imagine that getting cards in a booster pack that you could not use because you needed a character card you didn’t have would be a downside - normally a version of the character card with the special ability would be expected (so usable on its own) in this scenario if I follow correctly

Ahhh... What if I put separate Booster Packs containing cards related to one of the characters? In this way you acquire cards of a specific character, you would only acquire Booster Packs of the characters you use.

For example: a Pikachu booster pack would only contain cards related to Pikachu and that only he could use. What do you think?

Might be workable - might be a nightmare - should there be rare characters then their boosters would also have to be rare (as they would be otherwise useless without the character) and that would cause people to buy the rare characters boosters for resale value - which metazoo might like, but is likely big trouble for a new tcg

One solution is to give fighters stats or abilities that they need to use a card. Or, you might make certain cards that any fighter can use but have special attacks for a fighter.
